A Multi-Site Evaluation of Reduced Probation Caseload Size in an Evidence-Based Practice SettingSarah Kuck Jalbert, William Rhodes, Michael Kane, Elyse Clawson, Bradford Bogue, Chris Flygare, Ryan Kling, & Meghan Guevara June 2011 The principal question addressed in this report is whether reduced caseloads improve probation outcomes in agencies that have implemented evidence-based practices (EBP). Answering this question assumes that one can measure not only the size of caseloads and whether agencies have actually implemented evidence-based practices, but also whether that implementation has resulted in true changes to the way probation agencies allocate their resources—and supervise offenders. Therefore, this report examines how officers in the study have implemented supervision strategies associated with EBP and if changes in outcomes are observed over time as components of EBP are introduced.
