Greater Lowell Workforce Investment Board Strategic Reentry Planning

In 2010, CJI worked with the Greater Lowell Ex-Offender Reentry Partnership through the Greater Lowell Workforce Investment Board (GLWIB), and the Career Center of Lowell, to develop a three-year strategic plan to begin to slow the revolving door of incarceration in the community of Lowell, MA. This plan enables multiple local, state and federal partners in the Greater Lowell Area to promote public safety, community well-being, and economic vitality through the timely provision of coordinated and focused reentry services that reduce recidivism.

CJI facilitated an education and planning process with this newly formed collaborative. Through this process, the Partnership was able to:

  • Create a mechanism to coordinate efforts of public safety, probation, corrections, sheriffs, education and workforce development, One Stop Careers Centers and Workforce Investment Boards, employer groups, community based organizations, public housing and others whose mission it is to provide services necessary to assist positive reentry for ex-offenders in the Greater Lowell area;
  • Establish and formalize partnerships to strive for successful, sustaining and coordinated re-entry services.
  • Articulate compelling mission and vision statements as well as establish SMART goals and concrete objectives to help achieve their mission.
