Lisa E. Brooks Lisa E. Brooks joined the Crime and Justice Institute at Community Resources for Justice in 2011. Her technical assistance work is focused on helping state and local jurisdictions to implement evidence-based practices and develop justice reinvestment strategies. Before joining CJI, she served as the director of the District of Columbia Justice Grants Administration (JGA). In this capacity, she was responsible for the administration of federal formula and block grants to the District, as well as the development and support of local programs targeting crime prevention, system improvement, implementation of evidence-based practices, and enhanced decision-making through the use of cost-benefit analysis. Prior to her term at JGA, she served as a public safety program analyst in the DC Office of the City Administrator. There she provided guidance and support on behalf of the Mayor and City Administrator to public safety agencies with special focus on corrections, cross-jurisdictional criminal justice partnerships and collaborative efforts between law enforcement and human service providers. She was responsible for budget development; performance monitoring; policy development and implementation; and analytical support to the City Administrator. Before joining the District of Columbia government, Ms. Brooks was a research associate at the Urban Institute’s Justice Policy Center, where she contributed as an analyst and project manager to a study of factors contributing to recidivism among state prisoners in Massachusetts; an action research partnership to reduce the incidence of assault in jails; an impact and cost-benefit analysis of the Maryland Reentry Partnership; and the Texas component of Returning Home: Understanding the Challenges of Prisoner Reentry, a multi-state study of prisoner reentry and reintegration. She holds an MPP from the Harvard Kennedy School and a BA from the University of Virginia. |
