Kate (Florio) Keegan is Director of Administration & Operations at CJI. In this capacity, Ms. Keegan serves as a member of CJI’s management team, and provides overall leadership and strategic direction for CJI’s business operations, as well as oversight of several projects and staff. She brings extensive experience in working with law enforcement personnel, a deep understanding of criminal justice and reentry issues, and strong project management and communication skills. Kate has held several positions at CJI and worked on a variety of projects, including CJI's cooperative agreement with the National Institute of Corrections to develop and pilot test the now widely used Integrated Model of Corrections. She was actively involved in the pilot initiative, and her role included assisting with the development of the research design, conducting justice system professional interviews, surveys, and focus groups, and assisting sites in mapping processes and procedures to collect and utilize the data for decision-making.

Ms. Keegan brings the skills and experience to facilitate meetings and planning processes with high-level agency staff, field staff, and a variety of diverse stakeholder groups, as she has served in that capacity on a number of past and current projects. She has provided technical assistance to several initiatives by guiding communication between criminal justice agencies, law enforcement, medical providers, community members, and political leaders. She assists these collaborative groups in using research data as a management tool in the development and implementation of strategies to address specific public safety issues. Kate has coordinated various community-based forums and also oversaw the Wednesday Series of webinars. The webinars convene public safety leaders to educate a diverse audience on innovative, effective and cost-efficient improvements to criminal justice systems nationwide. Ms. Keegan received a Master of Business Administration from Suffolk University, and a Bachelor of Science degree in Sociology from Bridgewater State College, where her focus of study was criminology. Kate has also completed coursework in skills for facilitation and holds a Certificate in Health and Human Services Management.
